Physically speaking, the area right above the dogs tail is as hard to scratch as it is for us to lick our elbows =) If you've checked fleas and found none, its most likely just dry skin. Especially true if you scratch the spot for him and white little flakes show up. I recommend giving him more baths regularly and paying special attention to that spot.
