AnswerIf it has a governor it is part of the ECM and it watches the vehicle speed sensor and will cut-off fuel and spark at a level determined by OEM.
It has more horse power I think 230 and its a 6 speed manual. They have the Type II engine (Legend GS) that does have 230hp, as opposed to the 200hp in the Legend L and LS. The 4 door sedans were made in 94-95, and I believe the engine was first put into the 2 door Legend coupe in 1993.

www.motorcraft.com does not list a MAP sensor for the 4.2 L V6 , 4.6 L or 5.4 L V8 engines for a 2003 F150 , they list an air mass sensor which I assume is the MAF sensor
L. S. Lowry was born on November 1, 1887 and died on February 23, 1976. L. S. Lowry would have been 88 years old at the time of death or 127 years old today.
I checked www. motorcraft. com (no spaces) and they do not list a MAP sensor for the 2.5 L , 3.0 L , or 4.0 L OHV engine on the 1999 Ranger . They show an AIR MASS SENSOR for the 3.0 L and 4.0 L , but no listing shown on the 2.5 L I'm assuming that is the MAF sensor , which is usually near your air filter housing
