On most PCs, it's located in the bottom left corner of the screen.
For Macs, there is no "Start" button, but you can access similar tools through a) clicking on the small apple symbol on the top left corner of the screen, and b) clicking on "Finder," which is represented by a two-toned smiling square in the dashboard, usually found at the bottom of the screen.
It can be anywhere. It usually looks like this: On a lapto, it is usually on the inside of the case. On a destop, it is on the front of the case.
