The 1989 Chevrolet Blazer 4.3 liter engine starter can be found on the right hand side of the engine. The starter will be near the back of the engine.

It is inside of the oil pan and the oil pan is bolted to the bottom of the engine.

No it will not even bolt up. GM redesigned the transmission and its not even close to being the same as the 1989 trans.
