On my 1997, it's under the transmission. It actually fits into the bottom side of the tranny and is held in with really long bolts.

Where is the starte located on a 2002 Hyundai Elantra?

The starter is located under the intake manifold on what would be the backside of the engine if you were standing in front and looking at it. You can see it if you crawl under the car and look up at the bottom of the intake manifold. Remember to use jackstands and to disconnect the battery before working on it!
