The starter relay is located in the power distribution box under the hood. Swap it with the heater blower relay (same part number) to check it. The PCM relay is relay # 4 in your power distribution box in the engine compartment , also in the PD BOX in location # 6 is a 10 amp mini-fuse for the powertrain control module and in location # 8 is a 30 amp mini-fuse for the PCM relay . Ford recommends disconnecting your battery before servicing fuses/relays in the PD BOX which means your Ranger has to re-learn its idle etc.
