Pull the end of the turn signal lever out about 1/8th inch. This only works with
the lights on. Fog lamps will not work with headlights off.
If it has fog lights, you turn the headlights on and pull the switch out.
Check in the following order bulbs,fuse,switch,wireing and connectors
pop the hood. above the headlights there is a "hole" more toward the fender with a plastic gear looking thing it turns to adjust the lamps. this is on a 97 but up to 2002 is pretty much the same.
The turn signal flasher is incorperated with the Hazard lamp switch. The switch must be changed,then the directional lamps will work correctly.
Courtesy lamps are the interior lamps that come on when the door is opened or the interior lamps switch is actuated on the headlight switch. These are different from "interior illumination" lamps that light up your instrument cluster when the headlights come on.

inside your trunk there are 3 plastic nuts, one or two are actually holding the felt/carpet in place, the other(s) are farther behind it. remove them and you have access to all your lamps. reverse the process and you're done.
tighten brake switch located on top of brake pedal under dash adjust so lamps are out and come on with light pressure on pedal.

sounds like you need a new head light switch
could very well be brake switch on back of brake pedal. it is located at the top back off pedal, or it could be out of adjustment. check and see if power to back lamps, if not check brake switch.
I have a 2004 grand prix and the fog light switch is on the turn signal lever. It's located around the middle of the lever and you turn and release it. A green indicator light will come on in your gauge cluster telling you they are on.
