In the engine compartment, there is a fusebox with several grey boxes in it, one of those boxes is labled TNS when you're looking at the map inside the cover of the fusebox. That's your tail light relay.
There is a fuse box inside the engine compartment. Using the map inside the cover, locate the relay marked TNS. That's the one you're looking for.

The 1989 Toyota Corolla tail light relay switch can be found in the fuse box. The tail light relay switch will be in the third column, second from the top.

The 2002 Mitsubishi Gallant tail light fuse is located in the first column of the fuse box. The tail light relay switch is also in the fuse box, at the top of the third column.

You can not, you will have to replace the entire tail light.
Check the TNS relay box inside the fuse box in the engine. To fix mine, I just switched that relay out with the one for the horn. Of course, you might want to get a new relay to replace the one in the horn now, but this will keep you from getting pulled over.

There isn't a relay involved. The power goes from the switch to the fuse and then to the lights.
