AnswerI have a 98 escort so I believe that they are probably similar. The top pulley where the serpentine belt is has a little square in it so that you can stick a ratchet in and turn and the tension is released. Quite simply once you find the little square.

Then pull the breaker bar, or what you have inserted into the pulley, TOWARDS you to loosen the tension and then remove the serpentine belt. There should be a diagram up inside the hood to show you the way you're supposed to put a new one back on.
