the last gym leader is called Clair. she use dragon type Pokemon and her gym is in blackthorn city. you cant fight her straight away because you need to fight ho-oh first but when you do fight her she use: dragonair:lvl37,dragonair:lvl37,dragonair:lvl37,kingdra:lvl40. when you are fighting her kingdra she uses a hyper potion when its nearly dead so use your weaker Pokemon to weaken it an the use your tough ones after she uses her hyper potion.
The 8th gym leader, Claire, is in the Dragon's Den near Blackthorn City ;But since Pokemon Gold, Silver, HeartGold and Soulsilver all span across the Johto and Kanto regions, there are 16 obtainable badges. Which makes Blue, the gym leader of Viridian City the last gym leader of each game.

∙ 13y agoJohto- After beating the seventh go to Goldenrod, let that stuff play out, then head east of Mahogany, until you find a cave called the Ice path, go through there and, Voila!
Kanto- Beat all the other gym leaders, and then head to Cinnabar, talk to the only guy there, and then head to Viridian city.

∙ 12y agoIf you go past Cinnabar and on to the islands the first cave you come to you should go in. Once you walk in there are two ladders. Take the one going up and there is the second to last gym in Soul Silver. The leaders name is Blaine and he uses fire type Pokemon so go into the cave with water Pokemon in your party. After you beat Blaine you can then leave the cave and head back to Cinnabar. Talk to Blue and he says that you are good enough to battle him now. Go back to Viridian City and go to the gym and you can battle.
