A 1999 Dakota does not have an APPS. It uses a TPS (throttle position sensor). The APPS (accelerator pedal position sensor) is only used on electronic throttle equipped vehicles. (2007? and later) The APPS is usually part of the accelerator pedal itself. The tps on a 1999 is on the throttle body on top of the engine, opposite of where the cables hook on.
On top near the back of the engine you will see a metal throttle cable. It is just to the drivers side of this cable above the spark plug wires. There are two screws holding an oval shaped sensor with a wire connected to it.

It is usually positioned towards the rear of the engine, near the flywheel or crankshaft pulley. For precise identification, refer to the vehicle’s service manual, as the exact location may vary slightly based on the engine type.
