(2007? and later) The APPS is usually part of the accelerator pedal itself. The tps on a 1999 is on the throttle body on top of the engine, opposite of where the cables hook on.
On top near the back of the engine you will see a metal throttle cable. It is just to the drivers side of this cable above the spark plug wires. There are two screws holding an oval shaped sensor with a wire connected to it.
