There is no horn relay. The horn is powered by the TIPM (totaly integrated power module). check for power at the horn it self.

You need a different Flasher Relay. I cannot tell you which one, as you have gone to a non-stock configuration. You need a relay with more resistance. The 2008 Ram doesn't have a flasher relay. The lights are controlled by the TIPM ( the computer on the underhood fuse box ). You will need to add a resistor to the led lights to bring the total resistance up to the same amount that the normal bulbs have if you want it to flash at the normal rate.
The tipm, under hood fuse box, does the flasher function internally.
1- Check your fuse 2- Check your voltage output to your bulbs 3- Reset your TIPM (remove both connector on your battery for 10 minutes) If nothing work, you can spliced your break hatchback connector (if still working) and connect your brake light... Or change your TIPM.
