No trainers have manaphy. However, to get it in your pokedex, go to the Pokemon mansion and in the masters room theres a book. press a on it.
If you have Pokemon ranger, you can put a special code in it and you will get a manaphy egg when you can send to Pokemon platinum/pearl/diamond
Also, you can an AR cheat for a Manaphy Egg if you want it registered as Caught
