Pulling the turn signal switch toward you should switch the lights to the low beams. If that doesn't work, you may have to replace the switch, which means replacing the entire turn signal stalk.
you did not turn the switch off they are not automatic
If memory serves, there isn't one. All that switching is done at the turn signal/low highbeam/cruise control stalk.
The 1991 Pontiac turn signal flasher relay switch can be found beneath the drivers side dashboard. The turn signal flasher relay switch will be above the gas pedal.

The dimmer switch is part of the turn signal stalk. To operate it, pull it toward you and release. You'll hear an audible click when it operates. If you pull it only part way, you'llengage the "flash to pass" feature.

if it has ets its a thumb switch on the shifter if it is displayed on the cluster its off if not it's on or not equiped
check your fuses first, then check your bulbs and then your relay.

Low beam bulb burnt out? Replace bulb. Bulbs OK? If the dimmer switch is also the turn signal/cruise/headlight on and off switch, you probably have to replace the entire switch.
