I can't speak for the Gen I Solara but suspect the location is the same or similar to the Gen II. On the '04 and later car the auto headlight sensor is on the top of the dash, driver's side. There are two dark 'bumps.' The headlight sensor is the one nearest the center of the car. The other is for the auto climate control.
BTW, the name "twilight sentinel" is a General Motors label. Toyota just calls it an "Automatic Light Control Sensor."
