The carbon canister in the 99 Elantra is in a plastic case mounted to the frame just behind the driver's side rear tire. There are fuel vent line entering it and there is also an electric line that connects to an emission sensor.
It is a normally open valve. The ECM closes it by applying 12VDC.
The vent valve is mounted on a bracket near the fuel tank. Disconnect the electrical connector. Remove the hose from the vent valve. release the retainers and remove the vent valve from the bracket. It is under the truck.

THE VENT IS PLUGGED PULL THE TANK OUT
The vent valve is mounted underneath the vehicle in around the center point right next to the vapor canister (enclosed in metal box) mounted on same bracket that holds the canister.
The vent valve is mounted on a bracket near the fuel tank. Disconnect the electrical connector. Remove the hose from the vent valve then release the retainers and remove the vent valve from the bracket. Installation is the reverse of removal.
The vent valve is located above the tank and below the bed near the junction of the back of the cab and the front of the bed. It has one 2 pin electrical connector and on tube going into it. The valve is normally open. The ECM only closes the valve for testing of the EVAP system. If the valve fails to close when commanded or the valve has debris the SES will come "ON".

It is located directly in front of the fuel tank, on the frame above the purge vapor canister.
The canister vent valve is located near the fuel tank. The canister purge valve is located on the engine.
