I was looking at my Chilton's Auto Repair Manual and for a 1978 Mercury Cougar it only shows a two barrel carburetor for the 351 Windsor V8 engine
If it's like my 1978 it's just in front of the battery bolted to the chassis at about the same height as the battery. You need to pull out the battery to get to it.
Bascially they are the same engine.
