The windshield washer pump is located in the bottom of the washer fluid reservoir (the container you pour the washer fluid into). To get at it you will need to remove the reservoir which is an easy task to perform, just a couple 10mm bolts.
Sometimes the pump can be fine and it's actually the lines that are clogged with dirt (I even seen a line with a bee in it before). Removing the lines from the wiper arms and the pump itself, then blowing through the line at the pump can quickly reveal if there is a blockage. Also, be sure to check the fuse for the pump to make sure it simply hasn't blown, however, a blown fuse may indicate a faulty pump as well.
