The board is under the cap in the Wiper Motor.
everything is built into wiper motor including delay timer. there is a fuse you must check no relay.

you have to remove the dash, wiper arms, wiper arm grill, remove the heating duck work. and you should see it. bolted in the middle of the firewall. remove the four bolts then unplug it. Now do it backwards to reinstall a new one. Time to replace one is about 3 hours and a lot of yelling at the van.
