The problem was air was only coming out at windshield and feet and not front. The rubber vacuum line is about 36" long and goes from middle engine to passenger side. Take off the "doghouse" from inside. The vacuum line is probably melted from heat from being old. The line just pushes onto engine, it's not clamped. Just as easy to replace all line instead of splicing. No need to take apart dash just remove doghouse.
