I'm not sure if you mean Pokemon diamond of firered and leafgreen, but yes they both a victory road. Also some info about the league. In diamond if you walk into the building and get two feet from the door to the elite four your rival will battle you. Also the champion is Cynthia. In firered/leafgreen you won't find your rival in victory road or in the main lobby of the league, because he is the champion.
