Wally is located on the bottom right side of the page, approximately a quarter of the way up from the bottom of the page. Look for his distinctive striped outfit among the colorful flowers to spot him.

Look at the wally in between the glasses and binoculars, go to the wally directly below him. Keep moving your finger down this wally and you will see he is wearing no sock and that is wally!

It depends what version you have. I have the 1989 version and if you look at the giant, you'll see a Wally on the shoulders of another Wally. Look down from that, and the Wally that we're trying to find will look straight at us with a red-and-white striped sock where his shoe should be. The shoe is near the black person waving to the Wallies.
