On that same night, (8pm-4am i think) go down south towards the beach. If you walk around, you'll eventually see him say to come to him or something like that. You have to find him, (he'll be around the same area) and then he'll ask you to go to your attic. Go, and then rub the lamp. Then he'll appear & give you 3 wishes.

He is located at a random part of town and cannot be seen; if the player approaches Wisp's location he will greet them and ask them to come closer. As they approach, wisp will appear, asking the player to find an item called "empty lamp" somewhere in their town. sorry i have to add = whisp is usually found in the south east of your town near the beach on Saturday or monday nights after 10.
