Niko has a mobile phone in his pocket during the game. Brief details as follows:

At the beginning of GTA IV, Niko does have an old cell phone in his pocket, so when you pull that phone up, it will just display "Multiplayer". But during the early mission "It's Your Call", Roman gives Niko his old phone which will then show the required list of options. Later on in the game, when Niko is working for Playboy X, he is asked to do the mission "Photo Shoot". At this point Playboy X gives Niko a new cell phone, which also has a camera option. This is the phone Niko keeps for the rest of the game. He does not have the opportunity to get another.
