The Muslims keep it neat and clean. The Muslims come to pray, but they have to do ablution (wash their hands, mouths, nose, feet etc) before offering prayers. That is the purpose of washing area. It is NOT a part of the mosque. Shoe racks are for placing shoes as they may be dirty. Racks should be placed out of the Mosque Room.
