Starter solenoid is on the starter. Transmission solenoids are inside the transmission.

No. 1992-1993 are the only transmissions the will work. There is a crossover tube across the top of the 92-93 trans and the 94-96 trans has a sensor in that location.
need to know where the shift solenoid is on a 96 Chevy lumina is located so that i can switch out the part. the one that i bought is a shift and lock solenoid, so where is that at on the transmission?
I have a 96 Lexus 300 and after taking off the gas tank, and replacing it they found it was a filter somewhere in the fuel line that was clogged.
On the valve body inside the transmission.

Low or bad transmission oil, bad transmission solenoid, vacuum line issues, worn transmission gears, bad torque converter.. all possible reasons.
Most of the times, problem is in the solenoid pack, may be rebuilt or a new one, the important thing is there's no need to get down transmission.
The best diagrams I know of for transmission solenoid wiring is the Haynes Repair Manual #24048
