I sugest you train on flesh crawlers. The are level 35 in level to of stronghold and they give the fastest xp on runescape f2p im pretty sure.
if you are a member then build your house to get construction experience if you are f2p you cant train it up at all !!!!!!!!!!!!!!!
The only f2p dragon is the one from the quest "dragon slayer".
There are a couple I suggest, if your are F2P then train on white knights, if you are P2P train on Yaks (If completed Fremennik Trials quest,) or train on Rock Crabs.

there are a lot of npc's you could train on... try goin to the stronghold of player safety and kill cockroaches (any level)
No, aboslutely not. Runescape has no level limit for F2P players, like WoW does. For example runescape has a total level cap which is lower for F2P players than it is for members, but that's not as big of a difference as being free to lvl 20, but having to pay to play to continue leveling, such as in World of Warcraft.
