As a resident of the District, the best place is where it's close to work that doesn't have a parking meter. If you plan to park near your work, and it doesn't have it's own parking, I'd advise that you go as early as possible because finding a "good" parking spot in D.C. is like running home in 100+ degree weather to make sure your ice cream doesn't melt. Sometimes you get lucky, most of the time you don't.
