A horse is technically measured from the ground to the highest point on it's withers (the small hump like bit on the back just at the bottom of the neck)
If being measured officially the horse has to be taken to a special measuring block and needs to be stood square and relaxed.
The UK association for doing this is the Joint measurement board (JMB)
A Large size
This will vary from horse to horse. To determine blanket size measure from the center of the horses chest to the center of it's tail and that should be the blanket size, if it is a odd number go up one size.
The cinch size will vary from horse to horse, measure the horse where the cinch should be and that'll give you a good idea of what size to get.

Any horse size should be okay for 5'6" person but most ride horses between 15 and 16 hands high.

15.2 hands is a great size for everyone. but if you are pursueing a career in Jumping, Cross-country, Or dressage then you may need a horse from 15.2 to 16.0 hands.
To determine the correct saddle size for a horse, you should measure the horse's back length and width. The saddle should fit comfortably without pinching or rubbing. To measure, place a flexible measuring tape from the front of the withers to the last rib. Then, measure the width of the horse's back at the widest point. Use these measurements to find a saddle that fits properly.
