You can't. If you had Soulsilver and Heartgold, and you did the Celebi Event at Ilex forest, you can transfer it to White or Black. I have an Action Replay so i glitched Pearl and traded it to Soulsilver, then Transfered to White. So Finally, you cannot catch Celebi on White and or Black.
