Chase it from North Cianwood City, Between Ecruteak and Mahogany, After you get off the ship for the first time, Route 14, to a spot North of Cerulean near Bill's old house. Once Suicune is there it will be non-roaming like Ho-Oh and Lugia. Pretty easy to catch since it won't run away.

He will give you a Riolu egg you can then evolve it and then trade it to your Pokemon Soul Silver that's what I did.....
