yep through mods There are official plug-ins for the PC version of the game. For the console versions, you must buy the DLC Knights of the Nine or The Shivering Isles. The Shivering Isles features an entire new map
During the course of the KOTN quest, you do get a small stronghold which acts as a base for the new Knights of the Nine order. It does not add any other obtainable buildings though.

unfortunatly no. the game itself is huge and amazing. so there was never any need for multiplayer. if in fact you are playing on PC then have a look at some MODS for your game as there are a coupleof people experimenting with multiplayer. elder scrolls 5 is said to be getting multiplayer but i am unsure when it will be released at this time
