Have space in your inventory to receive the Eevee and speak to him.
There's your Eevee.
If you want multiple Eevees, travel a short distance south from here to the day-care and run around in the grass on this Route until you encounter a Ditto.
It may take a while sometimes but it will happen, they are there at all hours.
Once you have a Ditto you can put it in the day-care along with your Eevee to breed as many as you want.
Also, all of Eevee's evolutions can be paired with a ditto to breed another Eevee.
