In order to get Palkia, you must first beat the 7th gym leader in Snowpoint City. After you have defeated her, Go to Veilstone city and do the Team Galactic thing. You will then have to go to Mt.Coronet and defeat them again. You will have to go to the top of Mt.Coronet, to a place called Spear Pillar. ou will get an opportunity to catch Palkia there.
