You have to go to Buy Mode and click on the last category. Once you do that, you have to click on the football and keep scrolling down. You should find multiple hot tubs to choose from.

Any sims 2 games, that have animals, you can bathe your doggie in a tub, or sink. Whatever is a water thing. You can find tubs in the catalog. ( Not real Sim tubs, smaller for dogs ) They will be nice and clean afterwards. ~ Melly

I have the same problem, my sim wishes to buy one too. However, after lots of looking and a little research I've come to the conclusion that it's just a bug. There are no hot tubs, although I'm told that there are in the expansion pack "Nightlife" so if you really want one you can buy the nightlife cd-rom. It's not really a bug they probably just want to add extra incentive to buy the new expansion pack. Very devious actually.
