Go into the middle bottom room of the second floor of the abandoned ship, after obtaining HM07 and the gym badge from mossdeep. Use surf on the water, then use dive, the go all the way into the other underwater room, and surface. then there are a bunch of locked doors, I dont remember what the order is, but all the keys are hidden within rooms. the final room has the scanner, and when you get that you want to leave and go to slateport.
