To get a magmar on Pearl, you need to evolve a Magby, as there are no wild Magmar. Magby can be found on Route 227 and the patch of grass to the east of the entrance of Stark Mountain. To get Magby though, you need to know the Dongle method of catching Pokemon. The Dongle method relies on you having a copy of a generation three game (in this case LeafGreen) in the GBA slot of your DS. Now you can go and chase down your Magby in the places mentioned earlier.
NOTE: All Generation 3 games will "Dongle" different Pokemon, and not all Generation 3 Pokemon are available via the Dongle method; however, the Pokemon available via the Dongle method are only available in this way (I think).
EDIT- I am not sure if I had my Leaf Green cartridge in at the time, but one playthrough I was walking around the cliffs of Mount Coronet and found a Magmar, not Magby. I could never find him again, and naturally I had accidentally killed him before attempting to capture.
