You can find a red Gyarados at Lake Valor close to Pastoria City. When you enter the lake as soon as you see a body of water stay there and fish. I have a red gyarados so this will work. WARNING takes time to see it so be patient.
At the Lake of Rage, which is North of Mahogany Town.

∙ 11y agoIf you have the patience, there is a 1/8192 chance of encountering a shiny Pokemon (that's what the Red Gyarados is-- shiny). So just keep fishing (with the Super Rod, I believe) or Surfing, and you should encounter one eventually.
If you DON'T have the patience, you can catch the Red Gyarados from the Lake of Rage in either Heart Gold or Soul Silver and trade it over to Diamond.

∙ 8y agoYou can only get the red (shiny) Gyrados if you own a Super Rod. I don't know exactly WHERE you can get a shiny or the SR, but if you can settle for a normal Gyrados, look for a Magikarp and evolve it through level. (Or just catch a normal Gyrados straight from the wild if you can find one)
Whether the Pokemon is shiny or not, you will need a Super Rod, and finding the Red Gyrados (if you are in the right area) is all up to luck. There is about a 1 in 5000 chance of finding a shiny Pokemon, and that is just increased when you want a specific Pokemon. (Maybe even 1 in 8750)

∙ 12y agoA Red Gyarados is also known as a Shiny Pokemon. So if you keep fishing, you might get lucky and get one. Gyarados can appear by fishing with Super Rod. But remember, you have a slight chance of getting it.
