∙ 11y agoYou can get the Fire Stone from Alan the Schoolboy. He is one of the trainers that you battle just before Ecruteak City. He is the last trainer before you fight the Sudowoodo that is blocking the way to Ecruteak. Fight and beat him, then speak to him afterwards to exchange telephone numbers. After a while he will call you and give you the Firestone.
I think you can also buy the fire stone from the department store in Celadon City on the Kanto map. I am not sure which floor of the department store it is. But just go to every counter and eventually you will find it.
