Lugia can be found deep within the Whirl Islands in a room that's pretty much all water. There's only one thing: you need a Silver Wing (which is an item) in order to see it. A silver wing can is given to the player after he talks to a certain man in Pewter City. I don't remember which one so talk to any man you see. Once you get the silver wing you can catch Lugia. It's best to use Heavy Balls since it is very heavy.
Ho-Oh is the hardest Pokemon to find in the game, but it is possible. Just follow these steps.
#1-Catch Entei, Raikou, and Suicune
#2- Have them in your party and go into the Tin Tower (Where you battle Suicune)
#3- Talk to the Elder at the fowardmost part of the room
#4- The Elder will give you a Rainbow Wing and a set of stairs will magically appear
#5- Go up the stairs and make your way through the maze to the roof where Ho-Oh is
Ho-Oh is a level 60 (Like Lugia) and although it is easier to save the Master Ball for Ho-Oh there is another way. Have a Pokemon that knows Hypnosis and is a level 40 or higher. Put Ho-Oh to sleep and weaken it to the red zone or close to it. This should allow it to be caught using 1 Ultra Ball or more. Hope this helps!

No, you can't. The only Shadow Lugia is in Pokémon XD Gale of Darkness. You can't trade the Shadow Lugia to your GBA games, but once purified, you can.well you can but you have to use a shadow orb make it hold and then you have a shdow lugia
