there is no specific place to find and or catch raikuo because it travels around all the time but a good method for catching it is get a Pokemon that is about lvl 40 and walk around with a repel active that way if raikuo Is in the area that will be the only one to show up. or any of the legendary dogs. also if you wound any of them and they run away before you can catch them the next time you see them their health will remain the same makin it easier to catch the next time you encounter.
