chances depend on the level of the Pokemon
level 1-20 : 0%
level 21-30 : 3%
level 31-40 : 5%
level 41-100 : 10%
note that (in case of a level 41 zigzagoon for instance) the chance to pick up an item is 10 % and the chance of that item being also 10%, so the chance for having a rare candy after every battle is 1%
have 6 Pokemon with the ability and that makes your chance for a rare candy 6% after every battle
