If you have already done the quest where you had to find a roserade it should be easy to find. You have to go to the place where you found roserade and there should be a cave nearby. In the cave will be a big rock. You have to use a field move on it. I forget which one but I remember that it has to be lvl 5 or 4. Then when you use the correct field move the rock should become a regirock.
