theres a small patch of grass just south of Solanceon(or whatever the heck it's called) town, it's really difficult to find one, but if you have the time, patience,and enough pokeballs you can find a Snubull. it WILL TAKE A LONG TIME TO FIND ONE!!! keep that in mind and you can only find them in the day too
