The good rod is in route 209, closer to Hearthome City. You answer "Yes" to fisherman question. He's easy to find because there is only one fisherman there, standing at the edge of the shortest dock on route.
You have to answer YES to the fishermans question and you "will" get the good rod.

You find Good rod at route 118
You find Super rod At Mossdeep town in a building. (Hardest to find)

For all of these apart from Dewford you have to have HM 03 Surf which you get after the Petelburg Gym ( your dad Norman tells you to go to wally's house in petalburg NOT his uncles house west of mauville city (forgot the name)) And Viola there you go you have surf and can get the rods that give you water type Pokemon other than a magikarp
