Halley didn't discover the comet. He had presumably seen it in 1682 when he was 16, but so had millions of other people.

The reason it's called Halley's Comet is that he's the one who went back through historical records and noticed that there was a particularly bright comet about every 75 years, and wondered if perhaps it was the same one. He predicted the next return to be 1758-1759, and it showed up right on schedule, two years after Halley himself died.

So, presumably "where he was" when he did the work that resulted in it being called Halley's comet was a library at Oxford, where he was teaching at the time he published his theory.
