Yes, he was. The bit inside Harry that died was the part of his soul that was shared by Voldemort. Harry is still the same person after Voldemort "kills" him except that he no longer has part of Voldemort's soul inside him.

That was right after Harry found out, using Snape's memories, that he was the 7th Horcrux of Voldemort, which was accidental. While Harry is with Dumbledore, Harry asks if they should help the baby, and Dumbledore told him that it can't be helped. That baby was what would be left of Voldemort. When Harry died, the part of Voldemort's soul that was in Harry also died. Therefore, that baby was a representation of Voldemort's dying soul. JK Rowling later tells everyone that after Voldemort was finally killed, he was that same old, suffering baby that no one could help.

Voldemort tried to kill Harry many times, however it didn't exactly work out for him. When Voldemort tried to kill him for the first time he didn't succeed because Lily died to save Harry yet Voldemort did not understand this and still sent the killing curse towards Harry which of course back fired and destroyed Voldemort's body as well as the Potter's house. Voldemort didn't die because he had created six horcruxes which stored parts of his soul in objects important to him - until these were destroyed Voldemort couldn't be killed. Unknown to Voldemort was that when he tried to kill baby Harry and ended up hitting himself his soul split again and one of those bits attached to Harry - the only living thing in the house. That is why Voldemort was never successful at killing Harry any time after that (and because Harry had learned to fight back) had Voldemort hit Harry before then, say in the graveyard in Goblet of Fire, Harry wouldn't have died but the part of Voldemort's soul inside him would have (although Voldemort would most likely have hit him again with the curse after neither of them could explain what had happened). When Harry finally realized all of this (Voldemort was still unaware) he allowed himself to be hit by the killing curse, which didn't kill him but the part of Voldemort's soul inside him. All the other horcruxes were destroyed which meant that when Harry and Voldemort had their final showdown whoever was hit with a killing curse would have died. Had Harry not been quick enough then yes; he would have died.
