God has always existed... he exists outside of time and space. He has always been and always will be. If you want to put it in a simpler term he was just basically just sitting around.
I have no idea It would be better to ask "Where isn't God before the heavens and earth were created?" Psalm 139 shows that God is omnipresent, He is everywhere present always. Having said that there is a place where His awsome glory and manifest presence is called the throne of heaven. I don't believe He ever leaves that place in that magestic manifestation but He does visit us here on earth In a peculiar way since creation.
The Garden of Eden is a spiritual place, not a geographical one. If you think rain is good, then of course it rains there. God created the heavens and the earth. If you don't know who I'm talking about, He is the creator of the whole universe. He even created all of ourselves! If you don't know God, please, go to church. If you don't know what some good ones are, then why not try "Mackay Christian Family Church" seeya!
There can be arguements if God created the Universe to create different "worlds without number" or if the Universe was already created and he just created the worlds with the space there. Personally,either way, I wouldn't sweat over it. I don't think we need to know this in order to get to heaven.
