At a December 19, 1944 press conference, in response to the direct question, "Did Churchill sign the Atlantic Charter?", FDR replied, "No one ever signed the Atlantic Charter." Supposedly signed on August 14th, 1941, it wasn't even called the "Atlantic Charter" until about a week after the text of the statement was released.
